You cannot currently form a kingdom without doing the main quest. There aren't any hidden requirements to get that far. Talk to 10 out of like 18 possible nobles for stage 1, talk to 2 people that never leave their respective towns and defeat a nearby bandit hideout for stage 2, meet some clearly spelled out conditions to complete stage 3 and gain the ability to form a kingdom.

Mouse over the lords you cant click. It will most likely say they are a part of an army. I clicked on the flags in the bottom right to form an army, even went into the kingdom menu to do it. After I click on all the lords to summon (I have the required influence too) there's no button to confirm anything ,the only button I see is Disband Army.
